dc.description.abstract	The declaration by the World Health Organization on 17 May 2026 that the Ebola outbreak affecting the Democratic Republic of the Congo and Uganda constitutes a Public Health Emergency of International Concern (PHEIC) represents a defining moment in the global response to viral hemorrhagic diseases. This declaration signals that the outbreak is no longer confined to a localized epidemic but has evolved into a regional and international health threat requiring coordinated surveillance, laboratory strengthening, infection-prevention measures, and emergency clinical response.
